28 Fire-Related Deaths Reported in U.S. Since Thursday

Filed under: Fire Prevention, Fire Service, Life Safety, e-News — Allan. B. Colombo @ 12:55 am

Smoke Alarms Invaluable as Home Fires Burn Hotter, Faster

NORTHBROOK, IL — (MARKET WIRE) — 03/14/2006 — Fires in five U.S. communities since Thursday have killed 28 people, including nine in Tennessee.

As fire officials continue to investigate these blazes, safety experts remind consumers that properly maintained residential smoke alarms can greatly reduce fire-related fatalities.

“Home fire fatalities have been cut in half since smoke alarms first became widely available,” said James A. Burns, president of the National Association of State Fire Marshals. “Nearly all U.S. homes have at least one smoke alarm, but almost half of all fatal fires occur in homes without working smoke alarms.”

The need for working smoke alarms becomes even greater when the amount of flammable synthetic materials is considered. A 2004 study by the National Institute of Standards and Testing (NIST) showed that home fires are burning hotter and up to five times faster than they did 30 years ago, reducing escape time to as little as two to five minutes.

“Families need as much warning as possible to evacuate safely,” said John Drengenberg, manager of Consumer Affairs for Underwriters Laboratories (UL). “Properly installed and maintained smoke alarms are the most effective way to protect you and your family from the risk of fire.”

Drengenberg offered these tips for purchasing, maintaining and installing smoke alarms:

– You may need several smoke alarms to adequately protect your family.
Install at least one on every level of your home, including the basement
and outside each sleeping area;
– Interconnected smoke alarms will help alert occupants on all levels of
a residence, regardless of where the fire first starts;
– If you or family members sleep with the bedroom door closed, install
smoke alarms inside the bedroom;
– Some individuals, particularly children, older people, and those with
special needs, may not wake up to the sound of a smoke alarm. You should
be aware of this when developing a home fire escape plan;
– Follow the manufacturer’s instructions for installing smoke alarms;
– Test smoke alarms at least once a month;
– Don’t disconnect a smoke alarm or remove the batteries for any reason;
– Replace batteries in all smoke alarms twice a year;
– Replace the smoke alarm every 10 years, or as the manufacturer
recommends;
– When you purchase a smoke alarm, look for the UL Mark. The symbol
indicates representative samples of the alarm have met UL’s stringent
safety standards.

“Smoke alarms have been around a long enough time that most people know to evacuate immediately when they hear one,” Drengenberg said. “Unfortunately, people forget to change batteries in smoke alarms at least once a year and to replace the smoke alarm itself every 10 years.”
The number of home fire fatalities has been cut in half since smoke alarms first became widely available during the mid-1970s, according to the National Fire Protection Association (NFPA) and the U.S. Fire Administration. Currently, 95 percent of U.S. homes have at least one smoke alarm, but 43 percent of all fatal fires occur in homes without working smoke alarms.

To build upon NIST’s findings that fires are burning more aggressively, UL is conducting a groundbreaking study to determine how recent changes in household furnishings have changed the way fires behave in homes and whether those changes alter the way smoke alarms respond.

ASIM Adds Anti-Vandal Feature to Most Popular of Its Outdoor Intrusion Detectors

Filed under: Announcements, Intrusion Alarms, Product — Allan. B. Colombo @ 12:40 am

BILLERICA, Mass.–(BUSINESS WIRE)–March 9, 2006–ASIM Technologies, Inc. (”ASIM”) of Billerica in MA, the U.S. office of ASIM Technologies Ltd of Switzerland, today announced the introduction of new versions of its popular IR 453 and IR 463 (160 to 200 ft curtain coverage for fence-line protection) outdoor PIR (passive infrared) intrusion detectors to the North American security market. The new IR 453 and IR 463 outdoor intrusion detectors are equipped with an anti-vandal function that immediately signals an alarm when the detector’s alignment is altered from its orientation memorized during installation.

Another improvement addresses the supply voltage: the new units can be powered not only on DC from 10.5 to 30 V DC but also on 24 V AC, through the same terminals. This greatly simplifies sharing of power between 24 V AC CCTV systems and ASIM intrusion detectors, without additional equipment.

“These new detectors were specifically designed using feedback from our valued customers”, explains Bertrand Steinbach, Commercial Director of ASIM at the Swiss head office of the company, “We are especially excited to be able to provide all these enhancements to our customers at no additional costs.” Andreas Hartmann, president of the U.S. office, adds: “We are confident that these new versions will help us grow our business in the U.S. to larger security integrators and government customers.”

9/11 Families Blast TSA for Excessive Secrecy, Abuse of Power

Filed under: Announcements, Homeland Security, e-News — Allan. B. Colombo @ 12:06 am

Urge Congress to Compel Agency to Release Pre-9/11 Documents Wrongfully Kept from Families

WASHINGTON, March 14 /PRNewswire/ — Charging the Transportation Security Administration (TSA) with wrongfully denying them access to documents once in the public domain, the 9/11 Families United to Bankrupt Terrorism today called on Congress to force TSA to change its practices on classifying materials as “Sensitive Security Information” (SSI).

“Why has TSA provided documents to attorneys for an admitted terrorist, Zacarias Moussaoui, but denied them to us?” asked Julie Sweeney Roth of Yarmouthport, Mass., whose husband, Brian Sweeney, was a passenger on United flight 175. “Whose side is TSA on?”

“The truth is our most powerful weapon in the war on terrorism,” said Alice Hoglan of Los Gatos, California, mother of Mark Bingham, one of the United flight 93 passengers who charged the hijackers and prevented the airplane from being crashed into either the Capitol or the White House. Contending that TSA would be fulfilling its responsibility to protect the nation’s transportation system by releasing the information the families are requesting, Hoglan said, “It was because my son and his fellow passengers learned the truth about the hijackers’ intentions that they were able to save countless lives as their final, brave act. That is why I am outraged that TSA is trying to hide the truth and making Americans less safe.”

“SSI should have a different acronym — CYA,” said Dr. Stephen Alderman of Bedford, N.Y., whose son, Peter Alderman, died at the World Trade Center. “The materials we’re requesting deal with pre-9/11 security procedures that have changed, making them of no use to would-be terrorists. Some aired on national television and were published in newspapers. TSA’s only conceivable motive is avoiding embarrassment or protecting the airlines.”

Sweeney Roth, Dr. Alderman, and his wife, Elizabeth, are among a group of 9/11 family members meeting with members of Congress today as part of an effort to educate U.S. senators and representatives about the problems at TSA and to change TSA’s SSI practices.

Congress created the SSI designation to enable TSA to prevent the release of information that the agency determines presents a threat to the nation’s transportation system. The 9/11 Families made clear that they are not challenging TSA’s right to withhold information that could present a genuine security threat. Instead, they charged that TSA is abusing its authority by stamping as SSI and keeping secret a host of materials that clearly pose no threat whatsoever — including many documents once openly available but now shrouded in secrecy.

TSA’s classification of these documents and its insistence that its SSI decisions are essentially unreviewable brazenly violate the intent of Congress, the families charged. They cited a June 2005 report from the U.S. Government Accountability Office, Congress’ investigative arm, blasting TSA for its failure to implement adequate policies, guidance, procedures, internal controls and training regarding the SSI process. Though TSA claims to have subsequently set in place a structure for reviewing SSI, the agency has still failed to offer any guidelines by which it trains its employees to determine what is and is not SSI, despite many congressional requests.

The 9/11 Families charged that many of TSA’s SSI classifications “are so absurd, they turn real life into satire.” For example:

* When the videotape showing hijackers passing through security at
Washington Dulles airport on 9/11 was aired on NBC, TSA issued a two-
line press release boasting that it “strongly validates the dramatic
changes that TSA has made in the world of aviation security.” Now, TSA
has classified the tape as SSI. Yet TSA itself released a similar
videotape showing lead hijacker Mohammed Atta passing through security
at the airport in Portland, Maine, on 9/11.

* TSA has taken material that has long been in the public domain –
including information published in the Congressional Record and major
newspapers — and labeled it SSI.

* TSA has classified as SSI the five Federal Aviation Administration
warnings to the airlines issued in the months before 9/11, despite the
fact that they were quoted in the 9/11 Commission’s report and discussed
in public testimony.

The 9/11 Families also noted that TSA’s policies resulted in the dismissal of charges against a baggage handler, who had been caught stealing from a passenger’s luggage, because TSA labeled incriminating materials as SSI and refused to turn them over to the Court.

The 9/11 Families are urging Congress to compel TSA to fulfill the families’ requests for access to pre-9/11 documents and materials that were once publicly available. They noted that a House Appropriations Subcommittee wrote last year that it “expects the Department to try to release as much, not as little, information to the public as possible” and that U.S. District Judge Alvin K. Hellerstein said from the bench that TSA’s conduct in reviewing SSI “is cruel and inhuman to the people involved.”

Some of the 9/11 Families are plaintiffs in litigation against the airlines and are seeking documents withheld by TSA, but others who are not are joining the effort to educate Congress about TSA’s abuse of its authority to keep information secret. “This is a matter of principle,” said Hoglan, who settled with the Victims’ Compensation Fund and thus cannot sue the airlines. “It’s about our right to know the truth about why our loved ones were killed. It’s about protecting our democracy and our system of checks and balances.”

The 9/11 Families United to Bankrupt Terrorism represents 6,161 survivors and family members of those who died in the September 11, 2001 terrorist attacks. The 9/11 Families are seeking to hold al Qaeda’s financiers accountable for their central role in these atrocities and to make America safer by cutting off the financial pipeline fueling global terrorism.

USFA Releases Confined Structure Fires Reports

Filed under: Announcements, Fire Department, Fire Prevention, e-News — Allan. B. Colombo @ 12:03 am

March 13, 2006

WASHINGTON, D.C. - In 2002, there were approximately 52,000 confined structure fire incidents reported to the National Fire Incident Reporting System (NFIRS) according to two new reports issued today by the Department of Homeland Security’s U.S. Fire Administration (USFA).

Confined structure fires are small fire incidents that are limited in scope, are generally confined to noncombustible containers, rarely result in serious injury or large content losses, and are expected to have no accompanying property losses due to flame damage.

“This is the first time the U.S. Fire Administration has published a report on confined fires,” said Charlie Dickinson, Deputy United States Fire Administrator. “This report will aid the fire service and fire prevention communities in understanding the nature of such fires.”

The reports were developed by the National Fire Data Center, part of the U.S. Fire Administration, and are based on data from the 2002 NFIRS database. The Confined Structure Fires report examines the characteristics of small fires that occur in structures and that are contained or confined as recorded by fire department personnel using the NFIRS data collection report. The Investigation of Confined Structure Fires report is part of the USFA’s Topical Fire Research Series and summarizes the detailed analysis and findings of the full report.

Confined structure fires account for 37 percent of all reported structure fires and 38 percent of residential structure fires. More than half of all confined structure fires are confined cooking fires.

A copy of the full report, Confined Structure Fires can be downloaded from: http://www.usfa.fema.gov/statistics/reports/pubs/confined-structure-fires.shtm

Yale to Terrorists: ‘We Want to Understand You,’ Says Young America’s Foundation

Filed under: Announcements, Education, Homeland Security, e-News — Allan. B. Colombo @ 12:04 am

Young America’s Foundation Comments on Yale’s Official Statement

HERNDON, Va., March 14 /PRNewswire/ — Yale’s Director of Public Affairs and former Ted Kennedy spokesman Helanie Klasky justified the admission of Rahmatullah Hashemi, the Taliban’s deputy foreign secretary, saying that universities “must strive to increase understanding, especially of the most difficult issues that face the nation and the world.” In addition to admittance, Hashemi also received a 40 percent tuition discount.

“How does enrolling someone who defended a regime that had women’s fingernails ripped off just for wearing nail polish and men being bulldozed for their homosexual choices enrich a campus environment, unless Yale officials believe that mass murder and gratuitous torture are desirable?” says Young America’s Foundation Spokesman Jason Mattera. “With those standards, Yale should court Kim Jong il sons, if they haven’t already!”

Young America’s Foundation Program Officer, Yale alumnus, and former army captain Flagg Youngblood had this to say: “That Yale gave admission and a scholarship to a member of the Taliban proves academia’s thorough commitment to moral relativism and detachment from reason. That Yale, in the same breath, would force ROTC cadets 70 miles off campus, while welcoming terrorists, demonstrates the school’s incessant loyalty to anti-Americanism.”

Jason Mattera, not the typical button-down traditionalist, has represented young conservatives on television’s “Hannity and Colmes,” “Fox & Friends,” “Hardball,” “Washington Journal” and on dozens of radio shows including the Sean Hannity, Mike Gallagher, and Michael Reagan programs. Human Events recently recognized Jason as one of the top young conservative activists in the entire country.

Flagg Youngblood, while at Yale in the mid-nineties, worked with members of Congress and other Yale students and alumni to combat ROTC’s second-class status on many campuses across the country. The school’s unjust stigmatization of Flagg and other ROTC cadets — who were forced to drive 70 miles to the University of Connecticut in order to participate in ROTC — culminated in the passage of the Pombo and Solomon amendments which were recently upheld by the Supreme Court.
